International Academic Conference “Quality and Balance: Local Practices of Digital Empowerment in Rural Education” was Successfully Held in our University

Rural education is the cornerstone of national education development, in order to explore the local practice of rural education quality construction, find the way to digitally empower the quality and balanced development, and promote the international understanding of the concept of ‘quality and balance’, the International Academic Conference on ‘Quality and Balance: Local Practices of Digital Empowerment in Rural Education’ was successfully held in our university on 18th -20th October. Experts and scholars from Bansomdejchaopraya Rajabhat University, Thailand; Universiti Sains Malaysia; University of Manitoba, Canada; University of Stavanger, Norway and many universities and research institutes in Sichuan, China, as well as representatives of teachers and students from our university attended the conference

On the morning of the 19th, the opening ceremony of the conference was held in the third conference room in Hongyi Building of Leshan Normal University, presided over by She Wanbin, Dean of the Institute of Education Science of Leshan Normal University.

Wang Tianfei, Standing Committee of the Party and Vice President of the University, firstly expressed his sincere welcome to the participating experts and scholars on behalf of the conference organizer and introduced the history of Leshan Normal University and the construction and development of the school in his speech. He pointed out that rural education is a basic project in China’s education system. At present, with the rapid development of digital information and artificial intelligence technology, the field of education is experiencing unprecedented changes. Narrowing the gap between urban and rural education by means of digitalisation and informatisation is becoming a new feature and a new trend in global education development, and this conference has set ‘Quality and Balance: Local Practices of Digital Empowerment in Rural Education’ as the theme of discussion, which is precisely a positive response to this new topic and a proactive action. He hoped that all the experts and scholars would carry out in-depth exchanges around the theme, share their practical experience, collide with the light of knowledge, and contribute their ideas and solutions on how new technologies can empower the development of rural education to cope with the changes of the times

Dr. Pong Horadal, PhD candidate at Bansomdejchaopraya Rajabhat University, Thailand, delivered a speech on behalf of the co-organisers of the conference. He noted that education was a fundamental right and that the importance of digital inclusion for education in today’s increasingly digital world could not be overstated. However, gaps in access and quality of education still exist in rural areas where educational resources are limited. Today, many scholars have gathered at this international conference with the goal of exploring how digital empowerment can bridge these gaps and create opportunities for all learners. We hope that we will actively discuss and learn from each other to explore new ways to empower rural educators and students in digitally empowered rural education.

In the expert report session. Dr Sombat Teekasap, Advisor to the President of Bansomdejchaopraya Rajabhat University, Thailand, gave a presentation entitled ‘Local Wisdom and Rural Education in the Digital Era’. He shared and exchanged views on how to integrate local wisdom into rural education and how to help rural communities meet the challenges of digital security. Dr Sombat Teekasap advocated for more local knowledge in the curriculum to foster cultural pride, personalized learning and community engagement, and that through intentional implementation, education can pass on local wisdom to a new generation, safeguarding its continuity while preparing rural youth for the modern world

Professor Du Xueyuan, Director of Sichuan Institute for Advanced Study on Culture and Education, Doctoral Supervisor of Sichuan Normal University, made a presentation entitled ‘The realistic predicaments, generative logic and ways out of digital transformation in rural education’. He emphasized the importance and necessity of digital transformation of rural education from the perspectives of research background, practical dilemmas, generative logic and way out of digital transformation of rural education.

Dr Lei Mee Thien from Universiti Sains Malaysia gave a presentation entitled ‘Digital Empowerment in Rural Education: Are We Ready? –Insights from Malaysia’s Experience’. She analysed Malaysia’s current opportunities and challenges from Malaysia’s digital education policy, the reasons for the development of digital education and the current situation, and called for domestic and international attention to the development of digitally-enabled rural education.

Professor Zhao Pengcheng, former dean of the School of Education and Management of China West Normal University, made a report entitled From Basic Balance to Quality Balance: The Direction of Digital Technology Enabling the Integrated Development of Urban and Rural Compulsory Education. He introduced the direction of digital technology empowering the integrated development of urban and rural compulsory education from the background of today’s era, the difference between quality balance and basic balance, the inherent meaning of the integrated development of urban and rural compulsory education and policy changes, as well as the practical path of digital technology empowering the integrated development of urban and rural compulsory education.

At the meeting, Professor Thitiya Klobsanthia of Bansomdejchaopraya Rajabhat University made a report entitled Model of leveraging digital technology to enhance educational learning in rural Thailand.

Professor Liu Xiaoqiang, Dean of the School of Education and Psychology, Chengdu Normal University, gave a presentation entitled Discussion on the Incentive Mechanism of High-Quality Rural Teacher Allocation, starting from the main subjects in rural teacher allocation, and successively talked about the incentive problems of several subjects in rural high-quality teacher allocation and the reasons for the government’s biased operation of the power of rural teacher allocation.

Professor Hu Zhijin, dean of the School of Education Science of Neijiang Normal University, emphasized the importance of ecological rural education under the title of Ecologicalism Philosophy of Rural Education.

Professor Fu Xianquan, Director of the Psychological Development Guidance Centre of Luzhou Vocational and Technical College, pointed out in his report ‘Investigation and Research on the Mental Health Status of Rural Primary and Secondary School Teachers in South Sichuan’ that through certain data statistics and research, it was found that the mental health level of teachers in South Sichuan was lower than the national average per capita level of general adults, and made an elaboration of the relevant reasons.

Dr Chen Xieping from the Institute of Education Science of Leshan Normal University, titled ‘Research on New Generation of Rural Teachers’ Local Sentiment‘, points out that the new generation of rural teachers’ awareness of local sentiment is weak, starting from the relationship between rural revitalization, rural education and teachers’ local sentiment.

Dr Zheng Ziying from the School of Education and Psychology, Chengdu Normal University, in her report ‘Supply and Demand Changes and Challenges of Rural Pre-school Education Resource Allocation under the Trend of Population Change – Taking Chengdu as an Example’, presented several sets of data charts to show the various contradictions with the changes of education resource allocation under the trend of population change, and the dilemmas of the development of rural pre-primary education in the context of the demographic change.

Dr Serap Keles from the University of Stavanger, Norway, presented ‘Systematic Reviews in Education – A case study of meta-analysis in integrated education’, reporting on a meta-analysis of teacher screening and monitoring and evaluation of student progress in a three-tier intervention model. She introduced the connotation, importance, main types, basic steps of systematic review research and presented its main findings through this research case.

Professor Zhou Chengyan, Principal of Leshan Special Education School, shared the practical experience of Leshan special education in solving disability-related problems and promoting rural revitalization in his report ‘Leshan Practice of Quality and Balanced Development of Special Education to Help Rural revitalization’.

Dr Guo Ling from the School of Special Education of Leshan Normal University made a report entitled ‘Quality Equity – Research and Practice of Home-School Cooperation in Special Schools in Ethnic Areas in Sichuan Province’, in which she put forward a new idea of home-school cooperation in special education in famous ethnic areas through technology.

Professor Hu Jian, Principal of Fushun Special Education School, shared the valuable experience of Fushun Special Education School in vocational skills training for the disabled in his report ‘On-the-ground Practice of Vocational Education for the Disabled in Assisting Rural revitalization’.

Dr Liang Jian from the School of Special Education of Leshan Normal University made a report entitled Possibility and practicability: The logic and path of digitally enabling the professional development of rural special education teachers, in which he deeply analyzed the logic, and possibilities of digitally empowering the development of rural special education teachers.

Professor Jiang Ping of Southwest University of Science and Technology made a presentation entitled Mao Zedong’s Exploration of the Path of Chinese-Style Socialist Rural Education, in which he deeply analyzed the problems of the education reform practice and shared the summarized experiences and insights.

Dr Peng Liu of the University of Manitoba, Canada, gave a presentation entitled ‘Understanding turnaround leadership research and its implications for educational leaders in transforming Chinese turnaround schools’, in which he analyzed the general trend of international research on leadership in weak schools from the perspective of historical development, and made suggestions for improving and upgrading China’s weak schools, especially those in rural areas.

Professor She Wanbin of the School of Educational Sciences of Leshan Normal University made a presentation entitled ‘Problem, breakthrough and solution: Talent cultivation for rural revitalization from the perspective of organizational education’. He started from the perspective of the practice of cultivating rural revitalization talents, and explored the dilemmas faced by the talents of rural revitalization, the problems of cultivating rural revitalization talents, and how to break the problems. He discussed the dilemmas faced by rural revitalization talents, the problems of rural revitalization talents cultivation and how to solve the problems, solved the problems of rural talents cultivation in practice, analyzed the problems of rural talents, and put forward the method of solving the problems of rural talents revitalization.

At the closing ceremony, the moderators of each sub-forum introduced their groups and made exchanges. Du Xueyuan, director of the Sichuan Institute of Higher Studies in Culture and Education of Sichuan Normal University and doctoral supervisor, said in his concluding remarks that this is an international academic exchange meeting that promotes future studies, builds up friendships, enhances understanding, and is mutually beneficial, with a high degree of height, breadth and depth. General Assembly to determine the theme of the seminar is extremely valuable to the times, experts and scholars from different countries, make full use of their own expertise in the research paradigm, closely combined with their own research experiences from the theoretical analysis of the listed topics in-depth, we learn from each other, enhance the knowledge, enhance the problem-analyzing and problem-solving ability, enhance the emotion through mutual learning, to achieve mutual benefit. He hoped that after the conference, we would strengthen communication and exchange and keep connection, so that the friendship tree of China-Thailand, China-Malaysia, China-Norway, and China-Canada would be evergreen.
